There have been some great QBs and some horrible QBs in NFL History. These are the worst Quarterbacks to ever start an NFL game.
25. Matt McGloin

He was a undrafted backup that got forced into a few starting roles for the Raiders in 2013. He finished his career with 11 TDs to 11 INTs.
24. Rusty Smith

Even his name sounds like it would be a starter in the NFL. Rusty Smith started one game for the Titans in 2010. He had 3 INTs and no TDs and was never seen again.
23.Max Hall

Started three games for the Cardinals in 2010. He put up an impressively bad zero TDs to six interceptions and a 35.7 passer rating.
