Born and raised in St. Croix, Tim was the only son of William and Ione Duncan. Shortly after, his mother, Ione, tragically passed away from breast cancer just before his 14th birthday. These monumental losses were devastating, but they also inadvertently pushed him towards basketball, a sport he initially took up only after he could no longer swim competitively. His family, especially his father and sisters, rallied around him, providing unwavering support and reinforcing the values of perseverance and education that his mother had cherished.
